Killer Blindness rework

Blindness right now is either too strong for it's cost and too easily spammable or completely useless because of lightborn or killers being so inundated by blind effects they just preternaturally dodge them at this point. Because of this I propose we make the status effect less binary and more interactive. I would remove killer blindness in favor of a new status effect, Light-burned:

Light-Burned

Killers affected by light-burned suffer the following penalties:

  • The killer's movement speed is reduced by 7% for the duration
  • The killer cannot use their power or execute a lunge attack for the duration, and are stunned for 1 second if they are Light-Burned while using their power or executing a lunging attack.
  • The killer cannot pick up survivors for the duration
  • The killer cannot read the auras of survivors while light burned.

Light-Burned cannot be stacked to increase the movement speed penalty, and the killer is immune to becoming Light-Burned again for 1.5 seconds after the condition ends. Unlike blindness Light-Burned does not affect the killer's vision.

This turns flashlights and flashbangs away from completely shutting killers out of hooks and instead towards extending chase time or opening opportunities to help downed survivors. However this also necessitates some changes to flashlights, flashbangs and blast mine as well:

Flashlight

Looking up or down from a flashlight no longer regresses burn progress, but instead greatly slows it, only looking directly away from it regresses progress

Default burning time increased to 3 seconds

Burn duration 4 seconds

Base charges increased to 10, 15 for purple flashlight

Purple flashlights now decrease the default burning time by 0.5 seconds.

Add-On changes:

Odd Bulb: Prevents killers from vaulting windows while light-burned

High End Sapphire Lens: Increases the time it takes for killers to break pallets by 25% while they are light-burned

Intense Halogen: Decreases the burn time by 0.5 seconds and increases the burn duration by 1 second.

Focus Lens: Set the burn time to 1 second, this cannot be reduced further in any way. In exchange you no longer build progress unless the killer is looking directly at the light.

TIR Optic: Increases burn duration by 0.5 seconds.

Power Bulb: Decreases burn time by 0.5 seconds.

Flash Grenade/Firecracker

Inflicts the Light-Burned status effect for a duration of 6 seconds, cannot be avoided.

Blast Mine

Inflicts the Light-Burned status effect for a duration of 8 seconds, during which the killer cannot perform the Damage Generator action and their aura is revealed to survivors within 16m.

~

This also necessitates a change to Lightborn, given that a hard counter is no longer necessary for Light-Burned:

Lightborn

  • The auras of survivors attempting to Light-Burn you by any means are revealed for 6/8/10 seconds.
  • Reduces the duration of the Light-Burned status effect on you by 30% and you can read auras while Light-Burned

~

This way lightborn no longer completely negates a bunch of perks and items, instead it's a soft counter that simply reduces their impact.

Overall I think this or something like it would end up being much healthier, rather than simply negating entire chases Light-Burned can either extend them or offer an opportunity for an altruistic group of survivors to protect a downed teammate, and it also makes flashies a lot less all or nothing.

I don’t think I could get across properly in words how utterly broken this design sounds. Way, way, way overtuned and would be abused out the wazoo. Very unhealthy for the game.
