Separate ranked play and make it more interesting.
So a suggestion I've made, and seen a bit of on the forum is make a casual playlist so that survs and killers who want a less stressful toxic experience can play with less pressure, try out new builds or killers they are weak with, without getting absolutely wrecked.
It's a win win. There is a casual experience which will help new players improve and not drive them away. Plus is gives bhvr leeway to balance ranked more finely. Impose perk and build restrictions to make the play more "fair" like those used in tournament play, but mechanical rather than just ppl coming up with their own rules. And maybe add more things like exclusive ranked cosmetics for players as well as the current BP reward.
Would make the experience better all round and give us a few more play options. Currently if I play killer I have to sweat my balls off to do well in a game and don't have much breathing space to try new builds because I'm usually against extremely good survivors most pf the time. It'd be nice to switch from using my main and a good build, to being able to muck around with new killers and experiment with janky builds.

This comes up fairly often and I still don't understand why you'd think people playing in unranked would play any different to how people play today? You'd still get the 60min SM games, camping killers, BNP swfs and stun squads in casual that you see today.
Balancing around ranked and unranked means the devs have twice the work to balance around and a vocal amount of people already feel like not enough time is spent on overall balancing in the right way. Fracturing it would drive more work and overall make a worse experience for players.

Longer queues = No.
Also it doesn't matter, butthurt players will just join casual play to stomp people looking to relax.
Only way casual play will be acceptable is if it doesn't allow SWF.

I'm not saying EVERYBODY will suddenly play nicely. Gaming doesn't work like that.
But it will certainly lessen the issue, the sweaty players who want to win at all costs will more naturally gravitate towards ranked play. And in the casual playlist you'll be more likely to run into other more casual players. Not 100% of the time but certainly more than currently happens.

Or perhaps have an upvote/downvote based system of matchmaking. We have an upvote button in dbd already, not quite sure why as it doesn't do anything as far as I know.
Utilise it, overwatch has a similar system with endorsements, you see the endorsement level of a player and you know that if it is high they are generally liked by other players.
If a killer or swf sweats out and makes games unpleasant for players they get downvoted and matched against each other.
Obvs not a perfect system but there are ways to make it work. Even if casual had it's own sbmmr you'd get the sweaty toxic players matched more often against each other if they repeatedly stomp other players.
And perhaps queue times might not be as long if dbd was better at retaining players. I picked it up a year ago, and I thoroughly enjoy it but I'm unusual. Ive racked up 40 days playtime in a year. 👀 probably a bit much now that I think about it. But the friends i got into the game have all decided it isn't fun because it's such a punishing experience. Some people I try to get into dbd straight up refuse to play it because it has a reputation as being so hostile to new players. I certainly struggled for a long time and nearly quit the game early on because it simply wasn't fun, didn't feel like I had a chance when I played as surv. If a casual playlist was a bit more accessible then perhaps more players would stick with dbd.

Clearly you've never played Overwatch. Arcade? Sweaty. Quickplay? Sweaty. Competitive? Surprisingly less sweaty.

Overwatch was much easier to get into than dbd. And in my experience overwatch is way more toxic

Oh 100% Overwatch is more toxic, but that's not the subject of discussion here. It's that a ranked mode wouldn't make all the sweaty players just play that mode exclusively.
In Overwatch, you have Arcade for goofing off, Quickplay for a quick match with no ranking, and competitive for increasing your rank. In QP, you've got: "It's just qp lol. Why are you trying?", "We're warming up for comp", and then you've got the premades who just want easy games.
The first example is people who are just testing out new heroes, not even trying to progress the objective. The second example is a group of 3 - 5 who use qp matches to "warm up" for comp, and proceed to steamroll your uncoordinated team with all meta picks. The third example is a 5-man premade who just wants to ruin everyone elses fun.
Ironically, the ranked mode is far more chill and less sweaty than quickplay because people derank for losing and nobody wants to be stuck in Bronze hell.

I'm not saying a casual playlist is going to be exclusively casual players. You definitely see some sweaty teams in quickplay. But there will be more of a correlation. In my overwatch quickplay games i have some bad games where we get steamrolled by sweats with diamond challenger titles, and I also have a lot more decent, even, fun games. A lot more than I do on dbd. With my killer mmr i have to sweat out my ass most games to avoid a 0/1k, and my survivor games I'm generally dying constantly because I can't get my friends to swf, I dislike playing with online strangers and solo q games are hot trash. There's not really any way for me to kick back and relax on dbd, i have to play hard practically all of the time, and honestly I've never come across an online game that makes me work so hard because it only has one sbmm playlist.
Ranked would be exclusively players playing hard to win just like in OW. Casual would be a mix just like in quickplay. Never claimed this solution would 100% fix every game. But it would shift the balance of players in the correct direction so people would find the game more enjoyable. One playlist would be full of people who want to be there, the other would be a mix. But if all the sweaty players are playing ranked, basic maths suggests that there would be less hardcore players in the casual playlist.
What you're saying essentially is that if a change doesn't make the game perfect, it isn't worth doing. That way nothing would get done.

No need to balance in casual mode. How do you balance casual mode with players of varying skill levels? It is impossible. But looking at Ranked Mode matches makes it easier to adjust the balance. Because it will match with survivors and killers of the same skill level. As a premise, it is necessary to compare players of the same skill level in order to adjust the balance. It is very important to align the conditions of "skill level".
