Survivor perk to climb up through a vault that is too high

For windows or vaults that are just put of reach, survivors could perhaps put a foot on the wall below or simply reach up and pull themselves over. For much higher vaults they could use a grapple hook?

That would make it almost completely impossible for killers to catch a survivor on maps like Haddonfield, which already contain SUCH strong loops.

That's probably too much even for exhaustion perk - provided it will not take you considerable time to actually climb up.
It would be too hard to balance so that it's fair also for killers

OK, great reasoning, with the same amount of effort I can tell you that your idea is horrible and should never be implemented.
