According to DBDinfo (I'm not sure how reliable they are for map statistics but it's the only data I could find), Hawkins has a 15.9% Map Draw chance. That's about 5 times as likely as any other map in the game.

Unless I missed something BHVR didn't say anything about making it more likely to go to Hawkins, which they have always done so far.
As for my personal experience I've only got it once since it came back. I never heard about DBDinfo so idk how it works or if they count ppl using offerings for example.
But maybe I'm just unlucky lol, I actually want the map.

They did say they would increase the chances of it appearing. Sorry I can't remember where - it might have been on social media. It's probably back on normal rotation now.
I've only got it a couple of times too, so I also want it to appear more. Except when I play Dredge as I discovered the hard way that there is a dearth of lockers.
