This challenge is bugged, you cannot make any progress on it, even the in-game counter won't register any shocks.

Hey CountOfTheFog,
I wanted to get some information regarding this issue. Did you use any add-ons, such as Iridescent Queen, to try and shock Survivors from outside the 48 meter range? Or Dark Devotion, where you can hit the Obsession, let them run out of range, and use the Static Blast (as it will be attached to that Survivor)?

Nope. I have not played Doctor since so this was my last loadout with perks and add-ons.

If you are able to get an Iridescent Queen add-on, I would try it again and see if it counts <3 The shocks have to be outside your terror radius, and Iri Queen (When Survivors interact/rescues outside of your TR after being shocked) did the trick for me when I did the Challenge.
