Hook sabotaging
As for current version, 30 seconds of self repairing hooks makes Jake's perk and sabotaging overall feels redundant since you have to sabotage right when the killer is grabbing someone and with so many hooks around, you don't really need to worry about it
Identity V (this game imitation) gets sabotaging right, sabotage is semi permanent where broken chairs (hooks) stay broken until the killer repairs it and you don't have to put survivors down to repair. That way, sabotaging feels worth doing to buy a second or two for other survivors but not to the point of frustrating for the killers.
What about breakdown? You can make it so sabotaged hooks become irreparable for up to 180 seconds (current value), making it a valuable perk if you want a risky containment play

I don't know how it will work yet, but it's an interesting idea. However, in that case, it seems like the killer just needs to do one more thing: check the hook before carrying the survivor.

You can try identity V for free, it's similar in most parts (I suggest gardener to see the sabotage)
One more thing means it punishes killers who don't check the hooks by adding a second or two for survivors to struggle while making sabotage more beneficial
