Why does Badham have a massive underground level with no hooks anywhere
so survivors can just run Boil Over and No Mither and camp down there all game?

A guaranteed hook down there wouln't make the issue go away though because hooks can be broken and then you'd have the same situation again if multiple survivors were in on it.
So they either need to make it easier to reach the hooks on the outside or remove the possibility for the basement to spawn in shack.

I think the best solution is rework the map entirely. It is by far the less balanced map of the whole game, in my opinion.

Yes, a map rework is probably the best option.
But this will take a lot longer than removing a basement spawn. So it would be nice, if the devs did a band aid fix in the meantime.

Knowing BHVR, I bet is not even possible. They probably have the basement spawn logic hardcoded to the shack and they can't deactivate it in one map without deactivating it in all.
But sure, it would be nice.

Even if that was the case, this would be an easy fix because there already is an rng value to the spawn logic of the basement, that could be used for it (basement offerings).

It's funny how they don't utilize killswitch when game is 100% "unplayable" when you can't hook at all.
No, bleedout isn't answer for anything at all.

You can't even leave them to bleed out if they took No Mither. They will just keep getting up and doing the generator down there.
Literally all you can do in that situation is let them have that generator so you don't have to care about them hiding in that basement anymore.
