Survivor Perks and Items not loading into matches

I've had two instances in the last couple of days where all of my perks and my item (and the hud) don't load into the actual match and I can't use any of them. Both times I switched characters while in the lobby before the match started, so I wonder if that had something to do with it. The characters had the same perk builds, just slightly different items each time.
