is it ok to use exploits? if not what happens? is there any reason we could use exploits

When is ever ok to use exploits?! Doesn't matter if it's DBD or whatever game it is. It's never acceptable or you're just asking to get yourself banned.

Exploits that you will be banned for using are listed in the game rules
using an exploit to violate other rules may get you banned for violating those rules. IE holding the game hostage by sitting in a spot where the killer cannot kill you.

Unlikely, if an issue is severe enough to warrant banning someone abusing the perk, they'd just kill switch the perk rather than having to use ban as a deterrent to exploiting

Understandable. The perk should still be killswitched. Its causing massive problems right now.

You won't get banned for using potential energy with a toolbox because they are aware of it and they haven't kill switched it. They don't see it as game breaking right now. Once they do see it that way, they will kill switch it. Mandy, a dev and community manager for BHVR said this about something similar in 2022. This is why killswitch was introduced so they don't have to rely on banning people from the game because of a bug currently in the game.
They will keep an eye on it and if they notice a lot of people are bringing a certain perk all of a sudden that was hardly used - that's when they will more than likely kill switch it (which I don't agree with BTW, if a perk is giving any type of advantage - I think it needs to be kill switched right away). Now if it breaks the game like the locker bug or being able to leave the bounds of a map, they will kill switch that as soon as they can.0
