PC - No Mither + Scourge Hook: Gift of Pain shows status effect on the HUD, but slowdown not applied
Step 1: Play as Survivor with the No MIther perk equipped.
Step 2: Get hooked on a Scourge Hook: GIft of Pain.
Step 3: Upon getting rescued from the hook, the Scourge Hook: GIft of Pain status effect shows up on the HUD.
Step 4: Repair and Healing speed are not affected.
Although it makes sense that the Survivor with No Mither does not get a significant repair + healing speed penalty for the remainder of the trial because they are unable to heal themselves, it does not make sense that the HUD status effect is shown to the player when the penalty is not applied.

Oh, my bad, I thought it was applied when they get off the hook.

The icon gets shown there as soon as you get unhooked to show that you have the perk's effect on you, even though the 16% penalty doesn't get applied until you are healthy. The icon only goes away once you become healthy and then become injured again (which removes the action speed penalty).
Since you can't be healthy with No Mither, the icon simply never goes away because you can never complete that process to get rid of the perk's effect (even though you'll never have the 16% debuff because you can't heal).
