Hook Respawns was a needed change

The entire mechanic regarding hooks being broken upon a sacrifice is very outdated and I am very thankful this is getting changed as it will make it so even if a corner of a map has only one hook that has been previously used for a sacrifice, the game does not have to be extended by 4 minutes in order to wait for the bleed out timer.

This change will also address a common point of frustration which is when multiple survivors continuously run to the same deadzone (having only broken hook in its vicinity) just to spite the killer player and waste their time.

This change will have little to no impacts regarding the meta or balance of the game, it is straight up a HUGE QOL change and that is very welcome. Although, a valid concern is that if the hook destroyed by a sacrifice was a scourge hook then it should respawn as a normal hook, this was not clarified within the Dev Update.
