Can Dredge's Sacrificial Knife Actually Do What It Says?
For an Iridescent add-on... Sacrificial Knife sure does suck. It's supposed to block all nearby vault locations when Dredge emerges from a locker, but it's more like "when Dredge regains movement control" which happens two seconds after he actually opens the locker, rendering this add-on virtually useless except in a few niche locations in various maps.
Can this be reworked to actually do what it says? It's an Iridescent add-on. It's supposed to be good.

oh shocking! An Iri Addon on a killer that is awful. Sadako can relate heavily in the course of her career.

I mean, just because an add-on is iridescent, doesn't mean it's good.

His other iri is even worse than this one.

I mean, is it good? No.
Should it be good? Yes.
What's the point of a more costly and rare add-on if it's crap and barely has any impact on the match (without being broken)?
A good example of a well-designed iri add-on is Trapper's Iri Stone and Bloody Coil. They greatly enhance his power and affect his counterplay without being too strong and unfun to deal with.
On the flip-side, there are Iri add-ons that are too strong and/or unfun to deal with (see both of Myers's Iri add-ons).

Agree.
