Start addressing the bully squads issue, seriously.
This shouldn't even be a discussion but these SWFs that intentionally go around harassing killers and not participating in helping repair gens, using these loadouts with like all Flashlights then perks like Head-On, flashbang or hook sabotage perks then making the killer possibly ragequit or not even get a single sacrafice. That's total BS and defeats the point of what the game is supposed to be and should fall into the category of trolling and unsportsmanlike and be considered bannable.
Wanna know one reason people quit this game? Here is one of the big reasons. I am a survivor trying to repair a gen but can barely get anything done cause the rest of my team are literally going and technically fighting with the killer and possibly making them ragequit so I can't get a good bloodpoint score. I am a killer and maybe doing a challenge involving hooks but can't cause every dang time I down a survivor I get flashbanged or stunned by 2 flashlights cause I happened to not equip lightborn, or the survivors deliberately let me down them at lockers where someone is hiding and then stun me using head-on, or bodyblocking me as they sabotage hooks. This is not strategy it's direct abuse of certain features of the game, you're supposed to be avoiding the killer not going face-to-face with it.
One thing I propose to also help combat this is survivors shouldn't be allowed to change their loadouts after the 15 second mark to help address the last second swap types that look like they go empty handed or maybe medkit then 2, 3 or all of them equip flashlights. So behold toxic playerbase ruining the game for a majority of players and you can either be in support of this or you are defending toxic behavior and in-game abuse.

Honestly no, interaction with the killer is fine. The issue is you don't get time to breathe when you make a mistake, we need anti-momentum or ways to comeback, like deadlock and corrupt give killers time to breathe we need something like this to stop outright gens being popped just because you made a single mistake.
DO NOT REMOVE SURVIVOR TO KILLER INTERACTIVITY. Enough of it is already gone, instead give time for killers to breathe and learn how to deal with it.3 -
These can be annoying but they really aren't that awful. I do however believe griefing both sides ought to be addressed, though.
It isn't really stuff like flashlights or stuns that are an issue. It's stuff like generator perks and commodious toolboxes that push gens so quickly, Killers feel they have no time to slow the game down unless they push super hard. That leads to more slowdown perks on a Killer and less fun for everyone. We should be asking the Devs to nerf Generator progression tools that are too strong, not remove Killer-Survivor interactivity.
I'm never frustrated I get blinded or stunned. I AM frustrated when the round is over before I got much chance to use my power or chase anyone because the Survs were more interested in getting in, slamming gens, and getting out. That's not a round, it's as much of "not a round" as when a Billy comes in to slug everyone at five gens. It sucks.

I definitely agree the last second surv swapping nonsense needs to go, and I'm surprised it's still in the game.
As for the rest, most of that takes comms and coordination that's only found in more than two SWF groups, which are the rarer groups overall. These teams are primarily only found in the sweatier levels of DBD and not the majority of matches. And if they're encountered in regular trials that's most likely a matchmaking issue.

Yeah, whenever I see my teammates with flashlights, the Killer gets a 4k at 4-5 gens.

That'd be because while fun to try and use, Flashlights really do not do much unless you force a blind while the Killer's in an animation lock, such as picking up or breaking a pallet.

The idea to stop last mooent item swaps is good, but should be a natural resistence to flashlights and stund, u could only do those 2 times in a row then the killer gets a 30s resistance.

Yep, I started to dodge lobbies where the other 3 of my team mates are a SWF or they all have flashlights.
Many of these team mates will waste all their time trailing the killer like vultures trying to get a free flashlight save, instead of doing the objectives and that is besides the fact killers will often run Lightborn anyway. I also dislike being viewed as the random with a 3man who will often let you die over their team mates.
Oh and it is so annoying when survivors do a 6 second switch to flashlights, then there are lots of BP offerings and the killer DC's during loading anyway so we all get nothing.

Despite seeing flashlights as a non-issue most of the time, I actually agree with you - chain blinding and chain stunning shouldn't exist in the game. You never need to double-stun a Killer to get more distance, one stun or blind is enough. The fact you can go Head On into Flashbang into Flashlight blind serves no purpose other than to grief and stunlock a Killer in an animation because the players think that's funny, and it has no equivalent for Survivor. It's an accessibility issue for people with sensory concerns, and it's harder for console users to get around too. It's an oversight that needs addressing just like spam-unhooking for Survivors on other Survivors.
Players on either side shouldn't be expected to have to run perks to counteract griefing.
