Is the anti-"Dribbling" Mechanic redundant?

To clarify, back when the perk Decisive Strike activated on first pick-up, killer's would pick up a survivor, walk a few steps, then drop the survivor to avoid the Perk from activating and being able to hook them, this was dubbed Dribbling. The anti-dribble mechanic was added to prevent this. This would make it so whenever the Killer drops a survivor they gain 25% to there wiggle meter when next picked up, countering the perk counter.

Since Decisive Strike has gone through multiple iterations to the one currently in-game, the anti-dribble has not been changed or adjusted and has just been left as is ever since.

Is this mechanic/feature still necessary in the game's current state? As it stand's, once a killer drops a survivor there's pretty much no reason to pick them back up because of the mechanic, somewhat contributing to slugging.

I'm not saying it should be removed, but the feature seem's rather redundant since Decisive Strike was changed and should maybe be looked at if it's necessary to the game in it's current state with Anti-Slugging being an upcoming change in a series of health changes.

Pretty sure this mechanic was always a thing.

They increased it to 33% progress back in 2017, and it was reverted back to 25% with the Sabotage rework around Deathslinger's release.

Decisive Strike isn't the only reason this mechanic exists. It's to make Sabotage worth anything too.

I remember it not being a thing until killer's started dribbling to counter Decisive Strike, but that's i think 7 years ago now, so i could be wrong.

I don't think it really helps with Sabotage, if the killer drops a survivor because of a sabotaged hook it's because they know there isn't another hook nearby and there going for a slug play, it would be the same with or without the anti-dribble since wiggle doesnt regress and dropping the survivor allows them to get further away. It's why i would like the mechanic to be considered to be looked at with the health changes as it seems to be redundant in all aspects.

Me too! I dropped someone repeatedly earlier when they had stopped wiggling. The match went all wrong for their team, and I had been trying hard to let them get a chance to recover and keep playing.

Removing the dribbling mechanic would give killers the ability to extend the bleedout timer, similar to when they would cancel moris. It's there to help against griefing.
