Is the current state of tenacity intentional?

I know that due to the proposed and subsequently scrapped anti-slugging and tunneling changes, some perks were adjusted. One tested feature was basekit tenacity, so the perk got changed to fit that. Now in the live build, without these changes, tenacity is still nerfed by being unable to recover whilst crawling, which was the main usage point of this perk, because the haste and muffeling by themselves aren't that useful. To me, it seems like an oversight, but please let me know if this was an intentional change.
