Was the Mindbreaker's nerf an intentional adjustment by the developers?

Recent major perk adjustments have significantly weakened Mindbreaker, a killer perk, to the point where using it now directly benefits survivors.

Was this change—allowing Gen to be fixed while enabling Sprint Burst to be triggered at any time—BhVR's intended outcome?

Mindbreaker is currently bugged, and won't pause your Exhaustion recovery timer like it's supposed to.

Meaning, you can recover after using Sprint Burst while on a generator, and only be hit with the default 5-second Exhaustion timer when letting go. With Vigil, this is of course a lot less.

Do we have confirmation this is a bug? Coz this could be a blast mine not depleting after the duration ends sort of "Bug" where it was never intended
