This dev note is insightful

This sort of confirms to me that decisions are made too hastily, a singular patch which is not even live, it's a PTB patch, is not enough to properly test something unclear right away. The obviously overpowered stuff should be addressed, but this was mystery area at best. And what do you mean, stacking basic attacks recovery? Do you uh, know that Diminishing returns exist? Stacking more that 2 is already less effective than just 1. Additionally, connecting shorter chases with perks is far fetched. I am no expert, but in my eyes shorter chases usually signify people either being bad at looping, or simply not adapting yet to the attack recovery via greeding the distance they think they can make.

52.5% shorter cooldown with Dark Arrogance and STBFL was not so much an issue on the majority of killers, but on Freddy and especially Clown it was a genuine issue. It wasn't about the survivor being bad, it was about them getting absolutely nowhere before getting hit again. Here's a clip I found from DStrike. Granted it uses all 4 perks for 60% faster attack cooldown, but the difference between that and 52.5% is not that big.

With the hinder effect, the survivor makes almost no distance whatsoever at 0:24. I don't see how this could not be an issue. Granted, the DA nerf is not what I would have liked to see, as I think it may possibly be worse than before the PTB due to the stun duration, but it was indeed a problem

This is... A clip with bots...

Could it be problematic? Maybe, nobody can tell because it was not enough time to know for sure. Should the effect be completely removed? Absolutely not

Chases are the most interactive part of trials, so we made the Judgment to eliminate them.

The time a PTB is online is far more than enough time to understand basic issues. Hell, for most issues you dont even need to play. And good players will understand new gameplay within a few hours.

PTB is active 2-3 first day tops, after this many people return to live version and at most full friends lobbies remain. That amount of time is barely any time at all. For some clear issues not even playing is required yes, Dark Arrogance was not one of them.

Last argument is uh, what do you mean? The gameplay is literally the same. Maybe you thought something else, but I didn'tean they didn't adapt to new perks. I meant they didn't adapt to it within the match itself. First chase, you get caught off guard if you don't pay attention, but then you should be aware the killer got the perk to shorter attack recovery

The full week was not enough to test all perk changes, but the most obviously game-changing ones can be noticed quite quickly - especially if you are the killer. It looks like they have used data (chase time) to confirm the effect of the perk. 90% of the changes went through.

Well yeah I know 90% of changes went through (even though some were also changed and it's not as clear from patch notes), I am interested in Dark Arrogance specifically because apparently said collected data was such horrible inexplicable evidence that they straight up made it from E tier to F tier. Similarly with This is Not Happening but that's another story too

It would honestly be very curious to see what type of data was used to make a completely false connection that chase time was connected purely to Dark Arrogance and not just players who greeded too much because they were operating on old memory. The meta before had no attack speed recovery perks played at all after all.

It would be so funny if data collected is similar to clip sent by Arcturus, horrible, but funny

We don't see the data but there were likely hundreds of thousands of matches on the PTB, and they likely compare matches with and without a particular perk in play along with other data. They have data on millions of matches so comparing to "normal" matches is probably routine for their analysts.

Whatever the data was, I can find it believable that they did compare regular matches vs Dark Arrogance matches, saw the chases shorter, and made a massive leap in logic that dark Arrogance was... Doing it's now new job? Like, if you analyse that games with 1 gen slow down perk have gens repaired slightly slower than the one with no slowdown, you will reach same conclusion

Now, if they did compare Dark Arrogance games with Stbfl games, and the chases were shorter, this would be indeed understandable. For a nerf of numbers, not obliteration of effect

Combination of STBFL and Dark Arrogance would mostly be fine on M1 killers but than you have Freddy, Clown who are already very good with buffed STBFL, making cooldown 1.6s (base 2.7) with Dark Arrogance that would make cooldowns 1.2s (with both perks) while Dark Arrogance would already provide start 5 tokens with no requirement at all, making it close to fully stacked STBFL. While killers like Trapper, Pig or Ghostface wouldn't probably be great with them anyway (Pig and STBFL is not good choice already) it would make Clowns and Freddy very unfun to go against, don't forget they get sidebuffed by Vigil nerfed that made their hindred more than half shorter. In the end, if someone wants to still go for quick cooldowns you can pair STBFL with Help Wanted to utilize those superfast cooldows for 90s everytime generator is done.

The tools have been present for Clown since forever, chase perks clown has always been unfun, only enhanced with his braindead rework, so I don't see the issue with enhancing it further. For Freddy I wouldn't be so sure, his dream snare is at least dodgeable oand completely useless if you are awake/fully awake.

With logic that some killers might become too strong with certain perks, we might as well just receive no killer perk changes at all. Though at the same time, looking at certain robot, I can't deny that there is some truth to using such logic

Help Wanted and STBFL allow you to achieve this for majority of the game. They just didnt want it to be permanent, which makes sense.
