There is no speed cap, no, although since the speed modifiers are additive, you can only get it so high. To use the Wraith as an example, you start at 4.6m/s, and then it totals up you bonuses. If you have NOED and you're cloaked, you'd get 10% and 4% for a total of 14%. 4.6 * 1.14 = 5.24m/s.
Short version is: No cap, but there's not that many things that can increase your speed.

So im doing the challenge to destroy 40 gens and i decide hey im just gonna play a speed build with wraith since i maxed him out and i decided to go with a speed gen build using play with your food windstorm shadowdance blood and noed for the endgame. And all im gonna say is holy crap wraith with maxed out windstorm and play with your food maxed is fast AF literally in the endgame once they completed the last gene i ran around and just smacked everyone. (i let them go though). Is there no speedcap on this game?

Hold up. It's not just adding? Like 115%(normal killer) + 10% from cloak + 4% from NOED.

I was also under the impression that it was additive, so the 14% bonus would be 14% of what is usually referred to as 100% movement speed (4.0m/s), not 14% of the Wraith's base speed.
So I guess either @Peanits got his maths wrong, or we both learned something new today!

Why? Well, why have one when you can just lower them if necessary? 🤷♂️
