In my opinion, the concept you created is fine, although the entire part focused around hooked survivors seems excessive to me. I mean I don't want this to be a perk encouraging the proxy camping. I mean if you want to get any value out of this perk just stay away from hooked survivor.

Dark theory needs to be buffed to 3% and a secondary effect like increasing vaulting speed by 5%. My subconscious mind is telling me that increasing the vault speed will be the new Boon perk in the future. I think it will be 10% at best.
