I think the game should be able to tell if you are camping the hook or not. So if you hook someone and for whatever reason the survivors don't rescue them but you also don't camp the hook you should score points as if it's 3 hooks on that survivor. My point is that nearly every form of art has taken inspiration for terrible things that have happened in history. Personally I don't see why games would be any different. It doesn't have to be the zodiac killer but it could definitely take inspiration from that killer.

Leatherface is based on a real serial killer called Ed Gein. For that reason I don't see why they can't create a killer inspired by the Zodiac killer. Lots of films and books are based on real events so why should games be any different.
