That still hurts the situation that Apostrophe added in, where he likes using the instadown but not the "remove player from the game" mechanic. That being said, I still personally am most concerned by the fact that it makes Devour less fun even if its inherent power isn't lessened.

That's an excellent point as well, I didn't consider that. Removing the choice does make going for merciless a lot harder if that's what you're going for. Not usually why I personally run DH, but in the case that you are, then I completely agree this is bad for that as well.

Yeah, I do recognize it's ultimately "good" in the average scenario, but from my experience most people aren't going for optimal gameplay when they bring Devour, they're going for style. I think removing that style is a shame.

I'd even argue it's a pure flex after P6 - the charms of the perk icons are...not something even as a completionist and someone who tends to enjoy showing off hard earned things I've gotten that I'm interested in. Bloody outfits are worth it so P6 is valid, but the perk charms...eh.
