The reason none of the killers are intimidating is because they're underpowered and aren't given the proper tools or graphics to be legitimately scary to experienced players, but I still kinda see your point.

If you play it right, you can get some nasty plays with it on Wraith. You know, given it isn't taken out in the first 5 seconds. If they're focus is on the skill check and you have the ghost, bone clapper, or coxcombed clapper addons, you can get some easy grabs or at least some pretty decent hits.
