If you can use it effectively dead hard is really helpful but I personally like head on the best especially in certain locker builds

They are random but there are specific spawns in each match, same as the hatch. Wich spawn positions are actually going to have a generator on each match is random. Same with the hatch, there are specific exact locations where it can spawn on each match but it's random on which one it's actually gonna spawn.

I main doctor so it's extremely useful to know when to use static blast and then basically know the exact location of the survivors near me but in other killers it's not that great (still useful but not as much).
