Killers are downing survivors and going after the last one. Hooking them and either camping them because they were never hooked or staying near them so they can down them if 4%. It is a last-ditch, but with it being 4% and killer camping when your being hook, take the chance away. it then becomes useless. This is for a true 4% and not using perks.

I would say mori should be on the game, but be active when a player has been hooked twice or will die if they are hooked.

Having it block both gates would make it more reasonable. Blocking the hatch has no meaning since it is closed unless a key is used or the last survivor in in play. Since blood warden is a Freddy perk, maybe they should have it were both gate are blocked if Freddy uses the perk and 1 gate block if other killer use it. Or…
