I came out of a game where I earned the achievement after slamming David... into a wall, not a survivor. As you can see here I got the achievement and there's bamboo behind him. Doesn't look like there's any survivor there.

Kate dropped a pallet at the same time I charged at her with Wesker's power. I got stunned and she started floating until I recharged Wesker's power, that seems to fix the bug. I assumed it was hit validation since the white lines were still around my screen.
