Make Coldwind gloomy again

The problem with buffing killers is that low-level soloQ survivors are already getting dominated by a below average Killer nearly every match, so a buff would turn a near stomp into a full stomp every match. Playing billy on RPD is really depressing... fixable?
You can't really go for any flicks on most loops, and, due to the inherent nature of the map, you cant use his movement too well except for one or two corridors.
