Why NOED Triggers on Deathslinger if he hits the Harpoon and not on Leagion Frenzy? Is that Fair, that he needs only to shoot one to get a safe NOED?? Please tell why.

Why the game dont give the 3 chances to escape if you are the last one on hook? You could escape with the minimal chance, so why you take it away?
