Just make a perk shop, without any rng. You pick a perk, and buy it. New perks may be more expensive for some time and perk tiers may stay more expensive the higher the tier. It's simple and fair1 -

What about invocation being basekit, and invocation perks alow to do multiple invocations in one game? Invocations are okayyyyish, but not worth perk slot1 -
