I checked that and yes it was harder but not by a lot. Also back then there were much less characters to spend on and much less perks to grind for. so this argument is really outdated.1 -

First of all, we don't know how big the buff will be. And second it doesn't matter how big or small it will be, it still will be a buff. You are right, it actually doesn't need a buff at all.2
