  NOED is probably more variable. Could get a 4K or could do nothing because of it. DH is probably more consistent on a person that uses it well. But one person having Dead Hard won't save the who…

  The one I can 100% confirm is a killer having 4 hex totems in the match with 0 hex perks in map. This was recorded about a year ago.
