It goes both ways. It's basically a way for either side to not get stomped. Although, don't think this should get implemented as killer gets naturally stronger with fewer gens.1 -

Still, being on death hook, being healthy AND being once a trial is a lot. It's one of those perks that, any buffs can be too good for it which sucks cause the idea itself is cool.1
