The only change I can see to DC penalties that might be plausible is increasing the first DC penalty to 30 minutes. That gets them out of at least one round, if not two, of games.1 -

All I can say is, they're doing something right. This is an hour where usually survivor queues for me is at 10-20 minutes. Now it's less than 2 minutes.1 -
