Wiggle time affected by recovered area
For now, wiggle time and recovered area is completely independent of each other. However, with games where survivors have a lot of their bar recovered while downed, and no one was able to get to them before the killer picks them up, they are picked up and all their work is lost unless they are dropped by the killer (which is unlikely). This means even if the killer downs a bunch of survivors, leaves to hook each one and come back a while later to get another, does not have to worry about any downside to leaving them like that.
I propose that depending on how much the survivors have recovered during their time downed, the required wiggle time to jump off will be reduced by a certain amount proportional to it.

There is a Perk in game that does exactly what you describe -- Flip Flop, a teachable Ash perk.

I see. I don't have all DLCs so I wasn't aware. Thank you.
