Why doesn't The Clown's potion bottles hurt the Survivor if they're hit directly with it?
Ok, I know The Clown's power is a passive effect applied to Survivors if you manage to land the bottle in the area they're currently running in, but why is it that his Ultra Rare add-on that exposes the Survivor only apply if you hit them directly on the noggin with it? They should already be getting hurt if you manage to hit them directly head-on with the bottle. The only reward the Killer gets from any other time you hit them with the bottle is a screaming notification similar to the Doctor's Madness scream. Was this a balancing issue before he went live on the PTB during QA sessions?

He would be too similar to Huntress then and he gets rewarded even if he misses.

If his bottles did direct damage to Survivors, the Clown would essentially be a Huntress with AoE Status Effects.
He already has most of Huntress' Status Add-Ons kit, being able to slow, blind, and deafen Survivors with his ability. He's in a pretty good place right now.2 -

Charging them up just makes them go further and not faster. He also has a larger arch to aim with. At least make them get stunned a little longer if they're directly hit with bottle. I'm still trying to figure out what the whole point of getting the survivor screaming notification bubble which it only appears if they're directly hit with the bottle is for.

It was tested and judged way too strong, it was also too close to The Huntress and discarded. It was not the direction we wanted, he's more an AOE control area Killer than a direct hit Killer.
When players realize this, that aiming at Survivors is not the best strategy he will move up the ranks. We want to give players time to try it out and discover his full potential.
The same thing happened with the Pig with a number of players complaining that the RBTraps were not killing Survivors, which was not their main purpose.

Thank you for the reply! Especially from a Dev standpoint. That's all I wanted to know what was the reasoning behind him not being able to hurt Survivors with the bottles.

against bad survivors, it counters looping.
against good survivors, it does almost nothing.
Buff the blind effect and it will be good. It should be EXTREMELY blurry so you can't really see anything. Currently during a loop, you can still loop him since the blind effect is really weak even with that addon.
Safe pallets are still safe, unsafe pallets are still the same, just slightly easier to get that guarenteed hit in.

Yes, we definitely tried multiple versions of the power, the current one was the one that we found to be the most interesting, different and fun (for both sides). Sometimes we forget that the other side is not an AI, but a player.
BTW the vision penalty is stronger if you hit Survivor directly with the bottle.
We have something in mind that we could do to make pallet unsafe as you are referring, but we are waiting for more data before making that change to his power. We already have a couple of little modification being done at the moment, that we should be discussing soon.

Thanks for the continued responses. Would you be able to answer if getting hit directly with the bottle also slows down the Survivor running speed compared to them just running through the gas cloud? It seems to be that way.

The slow down is the same but the impaired vision blur is stronger. They don't really see much in that case.
If you equip the Cigar Box boot the vision blur effect. Entering the smoke will have the same vision blur intensity as when they get hit directly.
Flask of Bleach is the only one that affects the slowdown, by an extra 3%. (it was previously at 5%).

Also, the reason why the bottles don't do damage it's because then one of the addons, wich gets the survivor in the exposed effect so you can one shot them would make no sense

yes but think about it, if you hit them directly during a chase, you're probably right in front of him, so you have enough time to catch the survivor and hit it with the knife

I kind of had been hoping he would be able to prevent window jumps or pallet drops upon a direct hit, perhaps 2,5 seconds like the Doctor can. So a direct hit actually feels rewarding.
