My friend and I both have experienced this bug where we definitely completed a challenge in the Tome, but it does say so. This just happened to me. I only had to stun the killer two more times to get my challenge. Next game I got the killer twice with my flashlight since he was afk. But when the game ended it still said I needed two more?? He didn’t have lightborn on either, I swear it. What the heck!

you said you needed to stun the killer, blinding doesn't count as stunning them

As was advised above, the stun the killer challenges do not take into consideration blinds - which is what you're doing with the flashlight. You need to use a pallet or a locker with head on to complete the challenge.
