Question about the developers stance on fangames

(idk if this is the right place to post this so if its wrong then oops my bad)
Has it been explicitly mentioned anywhere that BHVR are against people making fangames using their characters? Just wondering because me and a few friends had an idea but honestly, we'd rather avoid legal repercussions at all costs. So I figured I'd ask before any work started to avoid a huge waste of time and/or heavy legal trouble that we couldn't deal with lol.
