A person in my friend list is clear hacker. I want to report him, but i literally cant. If i delete him from friend list, i wont be able to play with him and therefore report.

If you want to report a player, please keep in mind in-game reports are mandatory, once you have done that you can open a ticket here using the chat bot at the bottom of the page, giving all the details and video evidence required.
If you are not able to attach the clip to the ticket, upload it on YouTube as unlisted and post the link in the ticket's description.
