Can't get Second Wind on my characters -

Hi, I am usually playing Feng and I always play Second wind.
I just reached prestige 100 and went to start leveling Kate, but what a surprise I got when I realised that my bloodweb does not contain Second Wind.
I checked on Reddit and the community says that because Steve was modified, then I would have to prestige him.
Problem being, I DON'T HAVE STEVE.
I unlocked the perks via Shrine Of Secrets, and now I am being told I have to buy a character to basically play the perks I have owned because of this bug ?

Is there any fix ?

    You would have initially received Second Wind as a base game general perk if you do not have the Stranger Things content, not from the Shrine. Then when the content returned, the perks went back to being associated to their characters.
