No. This will change the meta significantly in that you will only see certain survivors and never others. This is the exact problem with survivors having abilities like the killers do.

Nah, not really. The meta would still be Meg/Claudette thanks to their strong base perks.

This is an interesting idea in theory, but in practice you would mostly see a meta of the characters with the best perks (Meg, for instance, has two very meta teachable perks and Quick & Quiet, which is also pretty decent). With survivors being cosmetic, it also gives people the freedom to play whichever character they like and makes it easier for the killer to keep track of who's who. If everyone ends up playing the same survivor, you would have to keep track of small differences, like which cosmetics they have equipped.

I just wish they would realize balance could come in many forms.
I think this would be the best balance just based on its rewarding factors in mario party. I was the psycho landing on red spaces to be against all the coin gainers,
You made life hell for survivors until last survivor. Who had teamates being less of in the way burdens. So last survivor could bring it all home against you and make whole team win.
I think dbd should work this way.
4 survivors going against overpowered killer. Once 1 or 2 remain they get extra boost to them. Make them either final girl survivor or unorthodox couple survivors. (like in the movies) As long as single survivor makes it out at end can all reap rewards in the team. Killer should be guaranteed kills then have to work twice as hard for final kill even though probally won't ever get it cause single survivors always make it.
