Well any sort of map control
Having to hit survivor's 3 times with abilities through two speed boosts as opposed to plague and her 0 speed boosts.
Having to build up your ability so being weak early like Oni and Michael. Yet those two have much bigger pay offs
Zombies being rng. not consistently getting them to shut down loops and them being a mild nuisance at best when Nemesis isn't around and being worthless on large maps.
He ain't the worst killer but he isn't even close to people like Doc/Plague/LF

you stated facts but I really don't think doc is low, I don'T enjoy him too much personally but he has the best tracking in the game and you can do many types of builds with him, and he can also deny some loops when using his power at the right time.

I thought that this DLC was a great opportunity for DBD but as much as I love RE I skipped this DLC. I think that zombies should spawn as they are but whenever a survivor is sacrificed that their body should spawn as a zombie added into the map. They could have AT LEAST made it an iridescent add-on. I do not get why powerful killers are skewed away from sometimes its fun to play the sneaky game and not get found versus looping for 5 min while your team only does 1 gen because MMR system is trash.

Also just thought of this what if they made the progression power bar faster to charge but every time it is charged he gets a rocket launcher shot that can one hit down multiple people in a small AOE area of the shot. This would be good for BM survivors at the gate to learn to leave or for people who try to sandbag at hook still.

Jason will be nowhere near the amazing killer we got in F13 if he is I am sure he will be nerfed into the ground first week in after DLC has sold. For survivors being the biggest player group in DBD maybe putting in a stronger easier to use killer would convert a few to play more killer matches so lobby times even out.

Oh i don't mean doc is low tier. I put him as mid tier, around where LF and Demo are. I'm just using him as a good bench mark. Doc isn't bad but he is better than Nemesis so i don't see how Nemesis is good at all.

Im surprised capcom didnt have a clause in the contract.
You can have nemesis, but he must be better than pyramid head.
PH seems much better.
