Wraith's Shadow Dance should last for a couple of seconds after uncloaking.
Survivors can counter the addon too easily by just spam vaulting pallets, forcing wraith into mind games around his uncloak or just accepting the loss by uncloaking and forcing them off the pallet. Either option leading to the survivor wasting his time for free. For a killer that's not particularly strong it feels like needless counterplay that shouldn't exist. Just like the light burn effect.

No, he doesn't need it.
Vaulting is counterplay wraith has. That's not a bad thing.
Light burn was annoying, I am glad it's gone. But spam vaulting is something you can do against Wraith, it's not random item effect, it's reliable counterplay. Wraith can play around it, if survivor guess wrong, you can either destroy pallet or get hit.

He has plenty of counterplay. Spine chill (or just aware survivors) destroy his stealth mechanics. And thanks to the lunge nerfs he's pretty much just an M1 killer at loops. Other and much stronger killers have pallet destroying mechanics without wasting time on mind games or the same kind of "counterplay". So why is it that an M1 killer whose sole strength is stealth map traversal has to suffer more at loops than arguably the majority of the killer roster? The only one I can even think of that doesn't have anything to counter loops (or at least assist in chase potential) is sadako, and she still has passive phasing which can result in hits if played by a skilled player. Meanwhile wraiths ability to shut down the loops isn't even basekit, it's a addon.

Nothing wrong with a bit of vaulting. I get plenty of hits from people who screw this up.

Having to function around your opponents making a mistake is a text book definition of poorly designed game mechanics or at least something that's very weak.

Because he is stealth killer with fast mobility.
He is not supposed to be antiloop killer.

It's more taking advantage of someone mistiming their counterplay. And as wraith you can spam your vault button too and they can't vault fast enough to deny it. I don't know why people find this a problem wraith is my second most played killer and I've never had someone be able to deny me a vault for more than 2 or 3 vaults.
