Suggestion for the disconnected ban penalty.
Add a feature where the player can rejoin the game after becoming disconnected. Any online multiplayer game should have this option. My game drops out even when my internet connection is fine and it's annoying having to deal with increasing penalties because of a timeout. I would recommend adding this to your "quality of life" program since one of the goals is to combat the "go next" issue anyway.
Also, why ban killer for disconnecting? They don't get anything, they have to deal with the fact that the entire match was wasted, and the survivors get a victory... The disconnect is punishment enough.
I really hope the quality of life program finds reasonable solutions for these issues.

Killers get banned so they have a deterent not to do it.
"You leave, you get punished. So dont leave."
Its horrific survivors dont understand it and have ways to ignore the penalty.

It was a rhetorical question, increase that wasn't obvious.
Also if you've read up on the new Quality of Life program, you'll understand that they're focusing on targeting people for not contributing to the match or throwing on purpose, also known as the "Go Next" issue.
My suggestion to add a rejoin feature combined with their new program is actually reasonable, if not optimal, and offers a solution for two types of issues.
Solution against match throwers:
•Leaving = automatic penalty.
•Failure to rejoin after disconnecting = penalty.
•Rejoining after disconnecting but throwing the match or getting kicked for being AFK (which are issues that their program will be focusing on) = penalty.
People who disconnect because of network error:
•Rejoin and play the game properly = no ban penalty, but loss of progress toward blood point categories, inventory, add ons, and offerings. However any progress made towards earning blood points, as well as any items found by the player (and in their possession after escaping) during the time spent in the match after rejoining will still be honoured.
As for killers, it makes almost no difference if they leave. They lose all progress while survivors get a victory, that in itself is already a deterrent. Dishonest people are going to be back on the game using an alt account in a manner of seconds either way, so it does nothing to punish them. All it does is punish honest people for their internet cutting out.
I play as both killer and survivor, so I have no particular favour for either role. If a killer leaves the game while I'm playing as survivor, so be it, it does not affect me whatsoever. I can just start up a new game and not cry about it because I'm an adult...
I also play a fair game as killer and don't just harrass the survivors who are trying to have fun, I even have fun with them...I also hate seeing their teammates leave during a game because I know it can give them a handicap due to lack of proper support (although bots can be randomly OP in chases and do contribute some of the time).
