SUMMARY OF THE ISSUE: Pinhead perks are now general perks but wont appear in blood web

PLATFORM: PC

STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:

I was informed that pinhead perks became general perks recently and wanted to get them for my account so I started dumping blood points into a killer. Now 2 prestiges later havent seen a single one idk if its an account bug or what
