DC Penalty Counting down

The DC penalty only counts down if you have the game open, having it progress on its own without any requirement to just sit in the game would be a better outcome. Every other game that penalizes dc's allows the timer to progress while the game client is closed. The change to having it the penalty kick in when trying to queue again is fine in my opinion but the requirement of having the game open is just dumb.
