Chase does not start until a survivor is injured and then end immediately

SUMMARY OF THE ISSUE: Title, on every killer I've tried (P. Head, Slinger, Spirit, Trapper, Artist, Huntress) chases will not start until you injure the survivor, and end nearly immediately, as if the survivor is offscreen. No bloodlust gain, window blocks, or chase perks activate.
