Number of time Items can't receive perk [Street Wisdom] durability bonuses multiple times.

SUMMARY OF THE ISSUE:[Street Wisdom] can Increases their Charges permanently by 60/70/80 %.
but the item key、map can't durability bonuses multiple times like medkit、toolbox、flishlight.
PLATFORM:PC
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:
1.carry perk [Street Wisdom] get in match.
2. open chest(1) until get map or key.
3.pick it up.
4.get 80% use times.
5.open another chest(2), get the item in chest, get 80% use time. this chest have map or key(from chest1) in it
6. retrieve the map or key from Chest, but map or key can't get 80% permanently use time.
