Universal perks losing levels or being removed

SUMMARY OF THE ISSUE: I have had the universal survivor perks downgraded to lower levels or totally removed from some survivors. I now have to rebuy them in the bloodweb. There doesn't seem to be a pattern to what is affected or whether it's downgraded or removed. For the pictured survivor I had to buy all of the universal survivor perks. None of them had been retained.
