Blast mine + Exultation against Wraith works incorrectly

SUMMARY OF THE ISSUE: Exultation upgrades item rarity to the next tier, when stunning the killer with a pallet. But when you are playing against Wraith, you can upgrade your item trough Blast mine, when Wraith in the Cloaked State getting stun by Blast mine.
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED: Have Blast mine + Exultation > have an item with low rarity > play against Wraith > activate Blast mine on gen > wait until Wraith in the Cloaked State get stun from Blast mine
