What if you replace power cells with, idk, spiderwebs? Meaning that you have to "cleanse" spiderwebs before you can go down the last stairways, meaning you are spending more and more time increasingly deeper inside of the basement? xD
I mean the cells that you install into the gates
Like in route A its do 5 gens and get a thing in the basement to open the gates (or do 7 gens but who cares)

If you ARE working towards that then just say what needs to change about this proposal like I did so we can move onto discussing which mechanics are ideal to improving the state of the game
