Would chases feel faster and more intense is surivors and killers base speed was increased

It would break the game as the size of most loops are taking reaction times into account when designed by the devs. More general movement speed = less time to react = most loops are useless.

I've had that thought too. It'd be interesting to play a few matches at 1.5x or even 2x speed.
It would definitely amp up the jump-scares.

It would be interresting to see what would happen if all movement speeds were increased by 1m/s across the board.
The time to catch up would remain the same but killers would be able to traverse the map faster and survivors would be less likely to get stuck in a deadzone as they will be more likely be able to reach a nearby pallet/ window
It would also make mindgames more powerfull cause the survivors reaction time will stay the same.
I think it's impossible to say if it would be better or worse without playtesting it.
That said this would make maps artificially smaller and that is a change many people suggest so it could be worth trying

People run into objects still, and miss hits maybe for a day or 2 you'd be right People would adjust

1ms might be too much but it would allow bhvr to be creative with bigger maps
most of the maps currently are to big for killers to care about certain places so this might sute them better and the smaller maps could have some renovation even if its just filler tiles

Others have beat me to it already, but simply increasing movement speed would have a significant effect on loops. Pallets that are safe suddenly become unsafe and pallets that are already unsafe become more or less worthless. You'd have to make quite a few changes elsewhere for that to work.
But as to whether or not it would make chases feel more intense, it's hard to say since that's highly subjective. Probably the most tense moments for me are when you're running for a window and the Killer's closing in on you, and you're not quite sure if you'll make it in time. In that case, faster move speeds would shorten the time that I'm thinking, "Do I make it?", so it might even be less intense.

You would probably have that feeling sooner (from larger distance).
I think overall effect would be survivor nerf - loops will be harder, reaction times worse, desynch hits worse, the only thing that might work for survivors is better chance to dodge ability (e.g. flying hatchets)/dodge hits (360) - provided they will not get compensation speed buff/slightly bigger hitbox. There will be also better chance to make it to another loop, but as every loop would become worse, I think this would not be sufficient compensation.

Increasing movement speed could work, but you would need to increase pallet vaulting speed and window vault speed by 50-100% to accommodate the extra movement speed the 1.0 m/s increase. I suspect not much would change in open loops. The biggest shift would occur in loops with line of sight blockers since a single backpeddle from the killer would lead the survivor running straight into the killer. You would likely need to increase the length of red glow by 25-33% but killer that would backwards red glow moonwalk or have the ability to turn off their red glow in a loop would be significantly stronger at closed structures.
The other side-effect of the change would be that maps would feel 25% smaller because the movement speed of the killer increased by 25%. that is my guess to the effect of increasing movement speed.
